The resident inspector identified that on March 16, 1998, a portion of a vehicle's cargo was not completely searched at the vehicle access point. 10 CFR 73.55(d)(3) permits the cargo of a vehicle to be exempted from search prior to entering the rotected area if that force. The rule also ;

equipment. Review during this inspection determined that radiological procedures did not contain requirements for radiation protection personnel to search contaminated equipment / cargo. The 4 inspector interviewed a radiation protection manager and determined that the cargo in question was searched and that radiation protection personnel were aware of their search responsibilitie During the NRC inspection, the Region IV inspector' observed searches of two vehicles to ensure that they were properly searched prior to entering the protected area. The security officers conducted the search in compliance with their procedural requirements. The regional inspector concluded that the licensee had an efficient vehicle access control progra During the assessment of the event during this inspection the licensee Security Manager made a commitment at the exit meeting to review plant procedures and to change. as appropriate. those procedures to ensure that unsearched hazardous material will be searched within the vital or protected areas. The regional inspector .

requested that the commitment be confirmed in writing within 30 days  !

REPLY TO THE EVENT / RE00EST FOR ADDITIONAL INFORMATION (50 445/98 11: 50-446/98-11)

l An evaluation of the condition concluded that there was no decrease in the effectiveness of the security program and did not result in i any uncontrolled or undetected introduction of contraband or access i to the Protected Area (PA) or Vital Areas (VA). However, the activity icentified by the resident inspector and evaluated by the regional inspector is correct in that a vehicle was not searched in the manner normally performed for most vehicles entering the PA or VA. The information requested is provided as follows:

radiation protection personnel were aware of their search l responsibilitie Corrective Steps Taken TU Electric's Security and Training Departments have developed a training package which provides instruction to personnel who may be recuired to perform searches of vehicles and/or cargo within the protectec or vital areas in accordance with 10 CFR 73.55(d)(3) criteria. Further, Security procedures have been revised to have security personnel identify these vehicles and/or cargo by stickering them prior to allowing entry into the PA. The stickers are a visual indicator which instructs personnel responsible for handling the vehic'e and/or cargo to perform searche Date of Full Comp 11ance All corrective measures will be in place by June 15. 199 .
