SUSQUEHANNA GENERATING STATION - NRC INSPECTION REPORT NOS.

05000387/2009403 and 05000388/2009403

Dear Mr. Spence:

On May 22, 2009, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection of your Susquehanna Generating Station Units 1 and 2. The enclosed report documents the inspectors results, which were discussed on May 22, 2009 with Mr. Ronald Smith and other members of your staff via a telephone conference.

The inspection examined activities conducted under your license as they relate to the relocation of the on-site pumper truck in February 2009 and the ramifications on implementation of B.5.b Phase 2 and 3 mitigating strategies. The inspection also reviewed your staffs compliance with the Commissions rules and regulations, and with the condition of your operating license. Within these areas, the inspection involved examination of selected procedures and records, observation of activities, and interviews with station personnel.

This report documents one NRC-identified finding of very low safety significance (Green). This finding was determined to involve a violation of NRC requirements. Because of the very low safety significance, and because this violation was entered into your corrective action program, the NRC is treating this finding as a non-cited (NCV), in accordance with Section VI.A.1 of the NRC Enforcement Policy. If you contest this NCV, you should provide a response within 30 days of the date of the inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator Region I; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at the Susquehanna Generating Station. In addition, if you disagree with the characterization of the cross-cutting aspect in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the Regional Administrator, Region I, and the NRC Resident Inspector at the Susquehanna Generating Station. The information you provide will be considered in accordance with Inspection Manual Chapter 0305.

When separated from the Enclosure, this document is DECONTROLLED. In accordance with 10 CFR 2.390 of the NRC Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of the NRC Agency-wide Documents Access and Management System (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). Based upon the sensitive information contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
