ARKANSAS NUCLEAR ONE, UNIT 1, NRC EXAMINATION REPORT 50-313; 2009-301/50-368;2009-301
Dear Mr. Mitchell:
On February 2, 2009, the U.S. Nuclear Regulatory Commission (NRC) completed a retake examination at Arkansas Nuclear One, Unit 1 Station. The enclosed report documents the examination findings, which were discussed on February 3, 2009, with Mr. Randall Martin, Unit 1 Operations Training Supervisor.
The retake examination included the reevaluation of one applicant for instant senior operator license for the Senior Reactor Operator written portion of the written examination. The examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.
No findings of significance were identified during this examination.
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). NRC examiners evaluated the competency of one applicant for instant senior operator license at Arkansas Nuclear One, Unit 1 Station. The licensee developed the examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9,
Supplement 1. The facility proctors administered the retake written examination on January 27, 2009. The chief examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

4OA5 Other Activities (Initial Operator License Examination)
.1 License Applications
a. Scope
The NRC examiner reviewed the license application submitted to ensure the application reflected that the applicant satisfied relevant license eligibility requirements. The application was submitted on NRC Form 398, Personal Qualification Statement, and NRC Form 396, Certification of Medical Examination by Facility Licensee. The chief examiner also audited the license application in detail to confirm that it accurately reflected the subject applicants qualifications. This audit focused on the applicants experience and on-the-job training, including control manipulations that provided significant reactivity changes.
b. Findings
No findings of significance were identified.
.2 Operator Knowledge and Performance
a. Examination Scope
The facility proctors administered the retake written examination to the applicant on January 27, 2009. The applicant seeking an instant senior operator license participated in a written retake examination consisting of 25 SRO questions.
b. Findings
The applicant passed the examination. The text of the examination, the licensees examination analysis, and the licensees post-examination comments may be accessed in the ADAMS system under the accession numbers noted in the attachment.
.3 Initial Licensing Examination Development
a. Examination Scope
The licensee developed the examination in accordance with NUREG-1021, Revision 9, Supplement 1. All licensee facility training and operations staff involved in examination preparation and validation were on a security agreement. The licensee submitted the outline for the examination on November 17, 2008. The NRC reviewed the outline against the requirements and provided comments to the licensee. The licensee also submitted the draft examination package on November 17, 2008. The NRC reviewed
the draft examination package against the requirements and provided comments to the licensee on the examination on December 21, 2008. The licensee satisfactorily completed comment resolution on January 20, 2009.
b. Findings
The NRC approved the initial examination outlines and advised the licensee to proceed with development of the SRO portion of the written examination. All other portions of the examination had been waived since the applicant had passed these portions in the 2008 initial license examination.
The chief examiner determined that the examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

.4 Examination Security
a. Examination Scope
The NRC examiner reviewed examination security for examination development and during the examination administration week for compliance with 10 CFR 55.49 and NUREG-1021. Plans for security and applicant control were reviewed and discussed with licensee personnel.
b. Findings
No findings of significance were identified.
4OA6 Meetings, Including Exit
The chief examiner presented the examination results to Mr. R. Martin, Unit 1, Operations Training Supervisor, on February 3, 2009. The licensee acknowledged the findings presented.
The licensee did not identify any information or materials used during the examination as proprietary.
