SAN ONOFRE NUCLEAR GENERATING STATION; NRC INSPECTION PROCEDURE 95001, SUPPLEMENTAL INSPECTION REPORT 05000361/2012407; 05000362/2012407

Dear Mr. Dietrich:

On December 20, 2012, the U.S. Nuclear Regulatory Commission (NRC) completed a supplemental inspection at your San Onofre Nuclear Generating Station facility, Units 2 and 3.

The enclosed inspection report documents the inspection results, which were discussed at the exit meeting on December 20, 2013, with Mr. Thomas J. Palmisano, Vice President of Engineering, and other members of your staff.

In accordance with the NRC Reactor Oversight Process Action Matrix, this supplemental inspection was performed to follow-up on a performance issue which occurred in the second quarter of 2012. This issue was previously documented and assessed in NRC Inspection Report 05000361/2012403; 05000362/2012403. The NRC was informed of your readiness for this inspection on October 30, 2012.

The objectives of this supplemental inspection were to provide assurance that: (1) the root causes and the contributing causes for the risk-significant issues were understood; (2) the extent of condition and extent of cause of the issue were identified; and (3) corrective actions were or will be sufficient to address and preclude repetition of the root and contributing causes.

Based on the results of this inspection, no findings were identified. -2-In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of the NRC's Agency wide Document Access and Management System (ADAMS). ADAMS is accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

However, the material enclosed herewith contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the PARS component of NRCs ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information - Withhold from public disclosure under 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). In accordance with 10 CFR 2.390(b)(1)(ii),

the NRC is waiving the affidavit requirements for your response.
