Inspection on March 10-12, 17, and 24-25, 1982 (Report No. 50-358/82-04)
Areas Inspected: Review of the upgraded piping suspension system installa-tion and inspection program.
Inspection of GE recirculation loop piping design control and snubber qualification test data. Followup of previously identified noncompliance and unresolved items. The inspection involved a total of 32 inspector-hours onsite, in the licensee. design engineering corporate offices by one NRC inspector.
Results: Of the areas inspected, no apparent item of noncompliance was identified.

During a meeting held with the licensee representatives, the inspector was informed that there will not be any INS snubbers installed in any safety-related systems. The previously installed INS snubbers had been or will be removed from the piping systems.

The licensee hanger and snubber inspection program appears to be inadequate in that repetitive nonconformances were identified, and that none of the installations has received final inspection since 1978.
Among the installed safety related pipe suspension systems, to the date of this inspection, less than 18 percent received final QC-inspection signoff.
The inspector reviewed the latest licensee program upgrade (see Paragraph 1 of the report) and considered it to be acceptable.
Followup on the licensee's new program implementation is planned by the inspector.

(Closed) Unresolved Item (358/78-18-05): Questionable A-E hanger and restraint system design. Based on NRC-RIII request, the NRC-RIV Vendor Inspector Branch personnel performed inspections at S&L. The item was closed in NRC-RIV Inspection Report No. 99900507/81-04.
(Closed) Open Item (358/79-11): Status of procurement of PSC snubbers, their replacement of INS snubbers, and installation procedure. The
inspector reviewed the present upgraded pipe suspension system installation

and inspection program and had no adverse comments.

(Closed) Unresolved Items (358/80-05-07; 358/80-16-02):
Improvements were required in QC inspection program on hangers and restraints.
In discussions
with the new QA/QC staff and field engineers, and in review of the completely overhauled pipe suspension inspection program, the inspector determined that the licensee had made progress in the subject areas. The implementation of

Subsequent to the review, the inspector stated that he had the following comments:
S&L Drawing M-403, Sheet 3, Item II, " Support Installation Tolerances."
a.
The inspector commented that Article F, where strut or snubber rear end bracket alternate positions were provided, did not ensure that such alternative arrangement can not cause the installation to exceed the 15* skew angle, cold to hot system movements. The licensee concurred with the inspector's finding, and initiated a Design Document Change (DDC), No, M5541, dated March 15, 1982, to incorporate the above design intent clarification.
b.
S&L Drawing M-403, Sheet 5, Item III, " Structural Installation Tolerance for Pipe Supports."
The inspector commented that Articles C.2.b.2, and C.2.b.4, where reduction in weld is allowed at bracing connections to structural embeds from all around to both sides of the web, did not provide structural member size limitation.
During the March 17, 1982 meeting conducted at S&L, the responsible S&L engineer stated the alternative installation provision above was only applicable to VF8 and smaller, and a DDC will be issued in the near future to clarify this limitation.
The inspector stated that he had no further questions.
2.
Removal of Unnecessary Snubbers NRC-RIII identified at LaSalle, Unit 1, that snubbers were installed too close to the vigid restraints so their functionability was impaired; and that snubbers with thermal axial movements of 1/16" to 1/8" (or less) could be replaced by rigid restraints.
As a result of the findings atLaSalle, S&L has initiated corrective measures for all S&L projects.
As of March 4, 1982, 57 Zimmer snubbers were identified with thermal movements less than 1/16" and will be removed or replaced by struts in accordance with planned schedules.

In discussion with the S&L engineers, it was stated that S&L was in the process of obtaining the design movements from GE, and the followup of this matter was controlled by the project management.

The inspector reviewed the design interface measures between S&L and GE engineering departments prescribed in GE Specification 22A 4003, " Piping, Interfaces (Reactor Coolant Pressure Boundary),"
Revision 1, dated October 12, 1978, and had no adverse comment.
d.
Questions relative to the mixed installation of both rigid struts and snubbers at the recirculation loop pumps that could impair the functionability of the snubbers that were raised at the LaSalle project were considered to be applicable to the Zimmer project since these two projects are both bkR 5/ Mark II GE generic design. During meetings conducted at S&L on March 17, 1982, and at GE on March 24-25, 1982, the questionable arrangements were discussed in detail for the LaSalle project due to its near term to the fuel loading dates. Since no significant findings were identified (see NRC-RIII Inspection Report No. 50-373/82-15)
for LaSalle project, the inspector stated that he had no further questions for Zimmer at this time, e.
During the meeting held at GE on March 24-25, 1982, the inspector reviewed the snubber qualification test data for both E-systems and ITT-Grinnell units installed at the recirculation systems.
No deficiency areas were identified as a result of his review.
4.
S&L Snubber Selection Criteria S&L snubber design criteria including transient loading combinations based on either SRSS or ABS values that were used in the snubber selection processes were reviewed by the inspector. The inspector reviewed the S&L Project Instruction PI-ZI-13.2, " Procedure for Phase II Support Release," Revision 0, dated February 10, 1981, and had the following comments:
a.
The application of ABS and SRSS loading criteria was defined in the PI, and was in accordance with the requirements established in NUREG-0528, Supplement No. 1, "SER Related to the Operation of Wm. H. Zimmer Nuclear Power Station, Unit No. 1," dated June 1981.
b.
The design basis and the control use of " Empirical Loads (EL)"
as described in PI-ZI-13.2 will be reviewed further. The S&L engineering staff stated that the application of EL in support design without actual calculated loadings was concurred in by NRC-NRR, and was documented in Zimmer Power Station - Mark II Design Analysis Review, Chapter 2.0, "Zimmer Empirical Loads,"
Amendment 13, dated October 1980. This is an unresolved item.
