SUBJECT:
LIMERICK GENERATING STATION - NRC EVALUATED EMERGENCY PREPAREDNESS EXERCISE - INSPECTION REPORT NOS. 50-352; 50-353/01-015
Dear Mr. Skolds:
The enclosed report documents an inspection at the Limerick Generating Station which evaluated the performance of your emergency response organization during the May 7, 2002, full-participation exercise, the post-exercise critique, and the emergency preparedness performance indicators as specified in the reactor oversight program. The inspectors discussed the findings of this inspection with Mr. William Levis and other members of your staff at the exit meeting on May 9, 2002.
This inspection was an examination of activities conducted under your license as they relate to safety and compliance with the Commissions rules and regulations and with the conditions of your license. Within these areas, the inspection consisted of a selected examination of procedures and representative records, observations of activities, and interviews with personnel.
Based on the results of this inspection, no findings of significance were identified.
Exercises are required to be conducted on a biennial cycle. Due to the impact of the events on September 11, 2001, your exercise scheduled for the week of October 29, 2001, was postponed. Your October 16, 2001, letter requested a schedular exemption from performing the required biennial exercise in the year 2001. This request was granted by the NRC in a letter dated December 20, 2001, which permitted you to reschedule that exercise to sometime in the year 2002. Your May 7, 2002, exercise was the fulfillment of commitments related to the exemption. You will be required to resume the original biennial exercise schedule with an exercise in the year 2003.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/ADAMS.html (the Public Electronic Reading Room).
Mr. John Should you have any questions regarding this report, please contact me at (610) 337-5183.
Sincerely,
/RA/
