NORTH ANNA POWER STATION - NRC INITIAL RETAKE EXAMINATION REPORT 05000338/2009301 AND 05000339/2009301

Dear Mr. Christian:

On February 10, 2009 members of your staff administered an initial license written retake examination to employees of your company who had applied for licenses to operate the North Anna Power Station. The examiner discussed preliminary findings related to the written examination submittal with Walt Shura, Supervisor Nuclear Training (Initial Operations), on February 26, 2009.

Two Senior Reactor Operator (SRO) applicant and four Reactor Operator (RO) applicants took the initial written retake examination. Two SRO applicant and four RO applicants passed the written examination. There were no post examination comments.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosures will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). Enclosure 1 SUMMARY OF FINDINGS

ER 05000338/2009301, 05000339/2009301, 02/10/2009; North Anna Power Station; Licensed Operator Retake Examinations.

The NRC examiner conducted an operator licensing initial retake examination in accordance with the guidance in NUREG-1021, Revision 9, Supplement 1, Operator Licensing Examination Standards for Power Reactors. This examination implemented the operator licensing requirements of 10 CFR §55.41, §55.43, and §55.45.

Members of the North Anna Nuclear Station training staff administered the initial written retake examination on February 10, 2009. The licensing initial written retake examination was developed by North Anna Nuclear Station training staff.

Two Senior Reactor Operator (SRO) applicants and four Reactor Operator (RO) applicants took the initial written retake examination. Two Senior Reactor Operator (SRO) applicants and four Reactor Operator applicants passed the written examination. Each applicant who passed the initial written retake examination was issued an operator license commensurate with the level of examination administered.

There were no post examination comments.

No findings of significance were identified.

4OA5 Operator Licensing Initial Retake Examination

a. Inspection Scope

The licensee developed the initial written retake examination. NRC examiner reviewed the proposed examination material to determine whether it was developed in accordance with NUREG-1021, AOperator Licensing Examination Standards for Power Reactors,@

Revision 9, Supplement 1. Examination changes agreed upon between the NRC and the licensee were made according to NUREG-1021 and incorporated into the final version of the examination materials.

The examiner reviewed the licensees examination security measures while preparing and administering the examination to ensure examination security and integrity complied with 10 CFR 55.49, Integrity of Examinations and Tests.

The examiner evaluated two SRO applicants and four RO applicants who were being assessed under the guidelines specified in NUREG-1021. Members of the North Anna Power Station training staff administered the initial written retake examination on February 10, 2009. The evaluations of the applicants and review of documentation were performed to determine if the applicants, who applied for licenses to operate the North Anna Power Station, met requirements specified in 10 CFR Part 55, Operators Licenses.

b. Findings

No findings of significance were identified.

The NRC determined that the licensee=s examination submittal for the initial written retake examination was within the range of acceptability expected for a proposed examination.

Two Senior Reactor Operator (SRO) applicants and four Reactor Operator (RO)

applicants took the initial written retake examination. Two SRO applicant and four RO applicants passed the initial written retake examination. Each applicant was issued an operator license commensurate with the level of examination administered. The licensee did not submit any post-examination comments.

A copy of the final initial written retake examination and answer key, with all changes incorporated, may be accessed in the ADAMS system (ADAMS Accession Numbers, ML090690065 and ML09090690067).
