MILLSTONE POWER STATION, UNITS 2 AND 3 - REISSUED EMERGENCY PREPAREDNESS BIENNIAL EXERCISE INSPECTION REPORT 05000336/2022501 AND 05000423/2022501

Dear Daniel Stoddard:

The U.S. Nuclear Regulatory Commission (NRC) identified an error in the documentation of the Emergency Preparedness Biennial Exercise Inspection Report 05000336/2022501 and 05000423/2022501, dated November 21, 2022 (ADAMS Accession No. ML22325A104).

This report omitted the Performance Indicator samples completed using Inspection Procedure 711151 during the onsite inspection week. As a result, the NRC has reissued the report in its entirety to correct the error.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an emergency preparedness biennial exercise inspection at Millstone Power Station, Units 2 and 3, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71114.01 - Exercise Evaluation

Inspection Review (IP Section 02.01-02.11) (1 Sample)

(1) The inspectors evaluated the biennial emergency plan exercise. The exercise scenario simulated a locked reactor coolant pump rotor and failure of the reactor to trip automatically, followed by reports of elevated activity from a reactor coolant sample, and a loss of coolant accident outside of containment on November 1, 2022.
