The inspection scope and findings were summarized on July 19, 1979 with those persons indicated in Paragraph I above. The licensee was advised of 2 unresolved items and actions required concerning one CDR.

Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve noncompliance or deviations.

New unresolved items identified during this inspection are discussed in paragraph 5.

Independent Inspection Effort - Testing of Diesel Generators a.

Full Load and Overload Tests The inspector witnessed the full load testing of both emergency diesel generators. Each generator was operated at 100% load for two (2)

hours and at 110% load for one (1) hour. During these tests each generator was synchronized with the off-site power supply.

In order to operate in this manner it was necessary to operate at a power factor of.8.

Under normal loading with the plant electrical systems being carried the power factor would be lower.

Loss of Power Tests Bcth diesel generators started when the off site power was interrupted.

Due to an inoperative alarm mod 'e on Generator 74P-702 the plant load was transferred to Generator 74P-701.

It was noted that the frequency did not stabilize during the loading of generator 74P-701 until a manual adjustment was made at the governor control.

Therefore the complete pick up of plant load could not be judged as automatic.

The licensee advised the inspector that the loss of power test will be conducted again at a later date.

They will notify RII when the retest is to be conducted.

It was noted that at approximately one (1) hour into the load tests for both generators the Generator Winding Temperature High alarm was activated. The alarm was investigated by the engineering staff and it was determined that the alarm point was set at 208 degrees Fahrenheit which was judged low.

No data was available to determine the correct set point for this alarm.

This will be identified as Unresolved Item 332/79-02-01.

The failure of the frequency to stabilize automatically during the loading of generator 74P-701 will require adjustments be made to the governor. This will be identified as Unresolved Item 332/79-02-02, Adjustment of frequency controller for generator 74P-701.

Within the area examined, no items of noncompliance or deviation were identified.

Licensee Identified Item (LII) 10CFR 50.55(e)

(Closed) LII 332/78-03-01, Ventilating Blower Failure.

The licensee submitted a report dated May 10, 1978 to RII.

Circuit modifications were made and inspected by RII and discussed in report no. 50-332/78-5. At that time the licensee's operating experience was not sufficient to insure that the corrective action would rectify the problem.

Since the modifications were made there have been no further motor failures.

(Closed) LII 332/78-05-01, Failure of off gas blower starter fuses.

The licensee submitted a final report (dated March 26, 1979) to RII which stated that investigations by both AGNS and the manufacturer had been performed. As a result, a preventative maintenance program had been instituted.

The inspector reviewed Procedure A-EIMP-P13, Class 1410 Type R High Voltage Fuses and the control of inspected fuses. These measures appear adequate.

The licensee was requested to submit a letter to RII explaining the delays encountered that extended the meeting of the May 1, 1978 comple-tion date.
