The inspection scope and findings were summarized on April 1,1982, with those persons indicated in paragraph 1 above. The recently modified NRC enforcement policy was discussed.

5.

Facility Status a.

Project work relating to DOE contract t' asks is diminishing.

A TN-9 cask handling demonstration, work on the safeguards access control system and on the computerized nuclear materials controls and accounting system (CNMAS) status reports are in progress.

b.

The separations checkout program is covered by 887 checkout procedures l

(S-COP's).

There are 125 of the procedures incomplete at this time.

The incomplete checkout items, including identified process problems, are documented in the Separations Punch List, Change Authorization records, QA Exception records, AWR Exceptions list, as built back log liGt and Quality Assurance Audit Reports (QAAR's).

Selected items were checked in the Records Ibnagenent Files and no deficiencies were found.

Safety Committees a.

The Executive QA Committee's required annual audit of the AGNS QA program for calender year 1981 was completed on September 24, 1981.

Audit findings verify coverage of the QA policies, procedures and program implementation.

Ilo significant violations of applicable rules, regulations or standards of good practices were identified.

7.

Internal Review Audit a.

Audits are performed by the Quality Assurance and Compliance Depart-ment, the Specialist-License Compliance and the Operational Safety Commi ttee. Audits can be performed independently or in combination of any of these organizations.

The audits are scheduled on an annual ba si s.

b.

Confirmation was made that the scheduled 1981 audits had been completed, that audit checklists, reports and followup for satisfactory completion of corrective actions was accomplished as scheduled.

c.

Five Quality Assurance Audit Reports (QAAR's) were reviewed in detail for conformance with requirements of AGNS policy Q-2, Quality Assurance Policy; QAP-7, Audit Procedure and QAP-4, Quality Assurance Activity Report.

No deviation from procedural requirements were identified.

8.

Training a.

Training records for operators and supervisors were examined and found tc verify completion of required annual retraining. All personnel checked had received training on a regular monthly schedule. Addi-tional training is perfomed to qualify for higher grade job classi-fications. Test records confirm acceptable scores and demonstrate knowledge of regulatory as well as operational requirements.

b.

The minutes of Operational Safety Committee (OSC) meetings 103 through 107 were reviewed. Fleeting frequency, committee membership, scope of items reviewed and the quorum requirements of administrative procedures and proposed technical specification 16.6.3.3 were met.

9.

10 CFR 21 Implementation a.

The following procedures have been established to assure implementation of Part 21 requirements:

b.

Examination of the procedures verify controls adequate to assure identification, notification, evaluation and review records of non-conformances, defects or deviations as required by 10 CFR 21.

c.

The inspector verified that requisite documents are posted on desig-nated bulletin boards and 10 CFR 21 requirements have been included on purchase specifications for selected safety related items.

d.

Three event reports were evaluated for reportability under 10 CFR 21 criteria in 1981.

The event reports and QA evaluations were reviewed by the OSC and assessed for generic implications.

Conclusions were that the events were not reportable.

Evaluation reports appear to be thorough and support the review conclusions.

e.

The inspector reviewed a draft guidelines for determination of Federal Regulation 10 CFR 21 canpliance and had no further questions.
