DUANE ARNOLD ENERGY CENTERNRC CYBER SECURITY INSPECTION REPORT 05000331/2018414

Dear Mr. Curtland:

On November 1, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Duane Arnold Energy Center and discussed the results of this inspection with Mr. James M. Davis and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspectors documented two findings of very-low security significance (Green) in this report. The two findings involved violations of NRC requirements. The NRC is treating these violations as Non-Cited Violations consistent with Section 2.3.2.a of the Enforcement Policy.

Two Cross-cutting aspects were assigned to the findings in the areas of Human Performance and Problem Identification and Resolution. Specifically, because individuals and work groups failed to communicate and coordinate their activities within and across organizational boundaries to ensure nuclear safety is maintained and your organization failed to systematically and effectively collect, evaluate, and implement relevant internal and external operating experience in a timely manner. If you contest the violations or significance of these Non-Cited Violations, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region III; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspector at the Duane Arnold Energy Center.

If you disagree with a cross-cutting aspect assignment or a finding not associated with a regulatory requirement in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region III and the NRC Resident Inspector at Duane Arnold Energy Center.

Enclosure contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations (CFR), Part 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
