SUBJECT:

CALVERT CLIFFS NUCLEAR POWER PLANT: TEMPORARY INSTRUCTION 2515/186, "INSPECTION OF PROCEDURES AND PROCESSES FOR RESPONDING TO POTENTIAL AIRCRAFT THREATS," INSPECTION REPORT 05000317/2014403 AND 05000318/2014403

Dear Mr. Gellrich:

On January 15, 2014, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Calvert Cliffs Nuclear Power Plant, Units 1 and 2 using Temporary Instruction 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats. The enclosed inspection report documents the results of the inspection, which were discussed with Mr. Mark Flaherty, Plant General Manager, and other members of your staff.

The objective of this inspection was to assess the implementation procedures and processes at Calvert Cliffs that are required by Title 10 of the Code of Federal Regulations (10 CFR 50.54(hh)(1)), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S. nuclear industrys readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.

The inspection examined activities conducted under your license as they relate to the implementation of 10 CFR 50.54(hh)(1), your compliance with the Commissions rules and regulations, and with the conditions of your operating licenses. Within these areas, the inspection involved examination of selected procedures and representative records, observations of activities, and interviews with personnel.

Enclosure transmitted herewith contains Sensitive Unclassified Non-Safeguards Information. When separated from enclosure, this transmittal document is decontrolled. Based on results of this inspection, one licensee identified violation was identified. This issue was identified during a self-assessment of readiness for this inspection by your staff.

If you contest any finding in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001, with copies to the Regional Administrator, Region I; the Director, Office of Enforcement, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Senior Resident Inspector at Calvert Cliffs Nuclear Power Plant.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS).
