DONALD C. COOK NUCLEAR PLANT - EMERGENCY PREPAREDNESS BIENNIAL EXERCISE INSPECTION REPORT 05000315/2025501 AND 05000316/2025501

Dear Kelly Ferneau:

On June 27, 2025, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Donald C. Cook Nuclear Plant. On June 26, 2025, the NRC inspectors discussed the results of this inspection with you and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an emergency preparedness biennial exercise inspection at Donald C. Cook Nuclear Plant, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71114.07 - Exercise Evaluation - Hostile Action (HA) Event

Inspection Review (IP Section 02.01 - 02.11) (1 Sample)

Evaluation of HAB exercise. Resources consisted of

(4) NRC staff evaluators in the Sim-CR, EOF, Alternate Facility (alt TSC and OSC), and the ICP. Inspection lead (Johnson) assigned as team lead and ICP lead and is IMC 1245 C6 qualified. EOF lead (McGowan) is IMC 1245 C6 qualified. Remaining staff provided direction and oversight for the exercise and assignments were previously approved by regional management. Successfully met the requirements of App.E.IV.F.2.b, 2.c, and 2.j.(iii)(1). Exercise scenario impacted both units.
(1) The inspectors observed the biennial hostile action event exercise and evaluated emergency plan performance on June 24, 2025. The exercise scenario simulated an event at the D.C. Cook Nuclear Power Station that initiated with the declaration of an unusual event (NOUE), followed by notification of an Alert in response to a simulated land-based threat on site. The scenario conditions simulated the escalation of the significance of the event, requiring the declaration of a Site Area Emergency, and then a General Emergency, as well as the development of Protective Action Recommendations that were communicated to the required state and local government agencies.
