ARKANSAS NUCLEAR ONE - TEMPORARY INSTRUCTION 2515/186,

"INSPECTION OF PROCEDURESAND PROCESS FOR RESPONDING TO POTENTIAL AIRCRAFT THREATS; INSPECTION REPORT NUMBER 05000313/2013405 AND 05000368/2013405

Dear Mr. Browning:

On September 18, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Arkansas Nuclear One, Units 1 and 2 facilities using Temporary Instruction 2515/186, Inspection of Procedures and Processes for Responding to Potential Aircraft Threats. The enclosed inspection report documents the results of the inspection, which were preliminarily discussed on August 8, 2013, with you and other members of your staff. After discussing the results with the Office of Nuclear Security and Incident Response (NSIR) and the Office of Nuclear Reactor Regulation (NRR), an exit meeting was conducted via telephone phone on September 18, 2013.

The objective of this inspection was to assess the implementation procedures and processes of your Grand Gulf Nuclear Station that are required by Title 10 of the Code of Federal Regulations (CFR) 50.54(hh)(1), which provides the requirements for responding to a potential aircraft threat. The results from this inspection, along with the results from this inspection performed at other operating commercial nuclear plants in the United States, will be used to evaluate the U.S. nuclear industrys readiness to safely respond to similar events. These results will also help the NRC to determine if additional regulatory actions are warranted.

The inspection examined activities conducted under your license as they relate to the implementation of 10 CFR 50.54(hh)(1), your compliance with the Commissions rules and regulations, and with the conditions of your operating licenses. Within these areas, the inspection involved examination of selected procedures and representative records, observations of activities, and interviews with personnel. Based on results of this inspection, no NRC-identified or self-revealed findings were identified.

However, one observation related to basis documentation for site procedures was identified by the inspectors which required additional clarification and attention by the licensee. The observations were of very low safety significance and were determined not to be violations of regulatory requirements.

If you contest any finding or the subject in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001; and the NRC Resident Inspector at Arkansas Nuclear One.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records System (PARS) component of NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). However, the material enclosed herewith contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the PARS component of NRC's ADAMS. If you choose to provide a response and Security-Related Information is necessary to provide an acceptable response, please mark your entire response Security-Related Information - Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390 (b)(1).

In accordance with 10 CFR 2.390(b)(1)(ii), the NRC is waiving the affidavit requirements for your response.
