Management Meetino , On March 19, 1990, a management meeting was held in the Region V Office in Walnut Creek, California with the individuals identified in paragraph 1.

The purpose of the meeting was to discuss the status of various, activities at Rancho Seco.

The meeting convened at 1:00 p.m.

Mr. Shetler summarized the recent changes made inithe organization and staffing at Rancho Seco.

The appointment of Mr. P. Turner, as the Manager of Support Services, and Mr. M. Bua, as the Manager of Radiation Protection and Emergency Preparedness under the Nuclear Plant Manager, . and a consolidation of office functions under these new managers were discussed.- Current SMUD and contractor staffing is at 581 people.

, Mr. Shetler and Mr. Crunk highlighted submittals to be provided to the NRC in the near future.

These submittah included: an application for a possession-only license in April 1990; proposed major Security Plan i changettobeprovidedinApril1990;adecommissioningplantobe submitted in late July 1990; and a response to the NRC s comments on the licensee's proposed defueled Technical Specificatinns.

The NRC staff stated that the staf f's position continued to be that regulatory requirements must be adhered to and that should situations occur for which relief is necessary, relief should be requested and the NRC staff would evaluate the merits of any relief on an individual basis.

! ' ) i I being maintained in accordance with the applicable regulatory . requirements.

! > Mr. Shetler stated that SMUD was carefully watching personnel staffing levels for the next few months as summer approaches with a possible increase in departures, especially as it'may impact licensed reactor operator staffing.

Present reactor operator staffing (37 SR0s and R0s) was viewed by the licensee to have some margin with a concern level

considered to be approximately 20 operators.

Mr. Shetler stated - thatthemaintenancestaffIngpresentlyappearsadequate and noted that the preventative maintenance backlog stood at about 100 Items, and was , trending down.

, SMUD representatives stated that in two letters to the NRC, SMUD's proposal to defer certain previous commitments or proposed enhancements was described.

The commitment review process used by the licensee to determine which commitments could be deferred was discussed in the meeting.

It was indicated that the commitments were still tracked and appropriate documentation maintained should Rancho Seco be restarted.

The NRC staff stated that these letters were under review.

> The licensee representatives presented the operational status of systems at Rancho Seco.

Of 81 systems at Rancho Seco, 45 systems were availaule if required to operate, and 36 systems were being placed in long-term layup.

Of the 45 systems available to be operated, only 9 systems are > being maintained in a condition as specified in Technical Specifications, with the 36 other systems maintained ready to operate but not to the degree required by Technical Specifications.

No system had been com)1etely through the final layup process, including full documentation, altlough all systems had been reviewad for generic system layup while final layup plans are developed.

Mr. Shetler described SMUD's plans to investigate and resolve the problem with leakage from the spent fuel pool.

He described that the most suspect leakage path involved studs which passed through the spent fuel

pool liner and had been seal welded.

A fix to the situation involved using an epoxy sealant which would be placed around the studs and nuts to close off possible leak paths.

This fix was to be initiated during the i - week of March 26, 1990.

The NRC resident inspector had reviewed tie proposed fix and found the methodology to be acceptable.

Also, in relation to the spent fuel pool, Mr. Shetler discussed the January 1990 incident in which approximately 20,000 gallons of borated water was inadvertently transferred from the spent fuel pool to the borated water storage tank.

Mr. Shetler stated that the apparent causes of the incident were: inadequate procedural control of the valve lineup, inadequate attention to detail by the oper.ators, inadequacies in system status control, and level alarms which did not actuate.

Mr. Shetler described the corrective actions that have been taken or planned to , prevent another similar occurrence.

Mr. Zimmerman encouraged the-

licensee to pursue testing and preventative maintenance of the level ' switches to assure reliable operation.

' Mr. Shetler stated that while non-nuclear related spare parts have already been sold, the plan for the sale of nuclear related parts was still being developed, to be in 31 ace by the end of 1990.

In addition, Mr. Shetler stated that it was $4UD's intention not to sell nuclear related parts until a possession-only license is issued, but SMUD may respond to individual requests for specific spare parts on a case-by-case basis.

The NRC staff expressed its desire to be made aware when nuclear related spare parts sales were being considered.

Other topics discussed in the meeting included the following:

Proposed changes to the Security Plan which would de-vitalize certain plant areas;

Discussions with FEMA on the observation and evaluation of emergency preparedness exercises; ' Evaluation of options to use certain plant equipment to fill SMUD power needs; ' Recent ballot initiatives to eliminate SMUD and legislative bills to ! review the operation and management of Rancho Seco; and ' Possible selection of a :w.w General Manager by April 1990.

Closing Messrs. Martin and Shetler concluded the meeting by stating their appreciation for holding the meeting and that the discussion served to gain a better understanding of SMUD and NRC issues and concerns, particularly in an area which few licensee's have beer involved.
