The attached radiological report by our field inspector of visits to the

subject facility on May 21-22 and June 10-11 and 19-20, 1974 is forwarded

for information. No violations of AEC requirements were identified

within the scope of the inspection.

The observation of the testing of a HEPA filter with DOP ?.m.; ;ad that

silicone sealant was used to eliminate small leakage (leus than 171

around the filter. We note that in C.S.b of Regulatory Guide 1.52, the

use of silicone sealants or any other temporary patching material on

filters, housing, mounting frames, or ducts should be prohibited."

Unless there are some chemical charais2ristics of the s:,11 cone sealant

that would effect the filter, we believe that use of this type of

sealant would be acceptable to reduce the leakage by an amount of less

than or equal to 1% in order to peet the acceptance cri:eria. The

licensee would be expected to evaluate the use of such sealant where

-

unusual tempe: ature and atmosphc.ric conditions might exist.
