Areas Inspected: Routine, unannounced inspection of emergency planning, limited to ?" observation of a licensee conducted emergency drill.

The inspection involved 12 onsite inspector-hours by three regionally based NRC inspectors.

Results:

Drill a.

Pre-drill Activities Prior to drill initiation, the inspector reviewed the nature and scope of the drill scenario. The inspector noted no in-adequacies.

Drill Observation Three NRC inspectors made detailed observations of the following activities.

(1) Control room actions concerning detection and response to the simulated emergency conditions; (2) Notification of plant personnel and offsite agencies; (3)

Plant evacuation; (4) Accident assessment actions;

(5) Comunications; (6) Coordination and control of response actions; and, (7) Security force actions.

Drill Results The inspectors attended a post-drill critique, during which drill participants, licensee observers, offsite agency per-sonnel and the inspectors discussed the drill results and highlighted areas needing further evaluation for possible improvement.

The inspectors determined that:

the licensee's response was generally in accordance with approved procedures; the response was observed and evaluated by qualified licensee per:ennel; and the observer comments, including those of the inspectors, were documented for further evaluation and resolution, as appropriate.

During the drill critique, the inspectors made the following recommendations:

(1) Supplement existing action levels with additional action levels based upon readings from installed plant instru-mentation; (2) Develop an implementing procedure to cover those events which may affect only the internal areas of the plant, i.e., " Plant Emergencies" as defined in Regulatory Guide 1.101.

(3) Develop a means for making an initial projection of any radiological consequences of accidents using readings from installed area and,,rocess monitors.

(4)

Include provisions for esaluating field assessment data in terms of both the whole body and thyroid pathways;

(5) Consider using protective action guides to permit recom-mending protective actions other than evacuation; (6) Coordinate the.various plant emergency operating pro-cedures with the emergency plan to initiate a response at an appropriate level; and, (7) Members of the emergency organization should be instructed to utilize approved procedures to guide their actions rather than sunrary sheets which they have prepared for their own use, or existing procedures should be revised if deemed necessary.

Exit Interview The inspector met with the key licensee representatives denoted in Detail 1 at the conclusion of the inspection on October 18, 1978.

The inspector reiterated that he had no further comments in addition to those presented during the drill critique.
