Safeguards Branch Inspection Summary Inspection on November 27-December 1, 1978 (Report No. 50-305/78-23)

Areas Inspected: Unannounced inspection regarding, (a) actions taken by the licensee to address a deviation, identified during an inspection con-ducted June 6-8, 1978; (b) progress of procurement construction and pre-

operational activities being undertaken by the licensee to implement all provis..ons of the rule; (c) the applicable procedural aspects of 10 CFR 73.55, which became effective on May 25, 1978; (d) the approved security plan, for those non-procedural aspects of the rule; (e) action taken by the licensee as a result of IE Circular No. 7d-17.

Specif!cally, the inspection covered areas relative to physical barriers, access controls, detection aids, testing and maintenance of security related equipment, 79020103 3

response requirements; and (f) 10 CFR 73.70 records. The inspection involved 68 inspector-hours onsite by two NRC inspectors.

Results: Of the six areas specifically inspected, no items of noncompli-ance were identified in three areas; three items of noncompliance were identified in three areas (Access Controls - Paragraph 3; Co==unications Controls - Paragraph 4;; Records - Paragraph 5).
