SUBJECT:

ZION INDEPENDENT SPENT FUEL STORAGE INSTALLATION NRC SECURITY INSPECTION REPORT NOS. 05000295/2015401(DNMS),

05000304/2015401(DNMS), AND 07201037/2015401(DNMS)

Dear Mr. Sauger:

On October 27, 2015, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection of the physical security program for the Zion Independent Spent Fuel Storage Installation (ISFSI) located in Zion, Illinois. The purpose of the inspection was to verify that the security program and protection for the ISFSI was in compliance with the NRC approved ISFSI Physical Security Plan (PSP), Safeguards Contingency Plan (SCP), Training and Qualification Plan (T&QP), NRC regulations with approved exemptions, and NRC Security Order EA-11-268; in addition, the inspection also evaluated the handling and storage of safeguards information. At the conclusion of the on-site inspections on July 14, 2015, and September 23, 2015, and a re-exit teleconference meeting on October 27, 2015, the inspectors discussed the inspection findings with members of your security, licensing and ISFSI project management staff.

The inspection also examined activities conducted under your license as they relate to security and compliance with the NRCs rules and regulations and with the conditions of your license.

The inspector reviewed selected procedures and records, observed activities, and interviewed personnel. The enclosed inspection report documents the inspection results.

Based on the results of this inspection, no findings of significance were identified.

In accordance with Title 10 of the Code of Federal Regulations (CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the NRC's Agencywide Documents Access and Management

Enclosure Contains Sensitive Unclassified Non-Safeguards Information. When separated from the enclosure, this transmittal document is decontrolled. System (ADAMS), accessible from the NRCs website at http://www.nrc.gov/reading-rm/adams.html. However, because of the security-related discussion contained in the enclosure, and in accordance with 10 CFR 2.390, a copy of this letters enclosure will not be available for public inspection.
