NRC INSPECTION REPORT NOS. 50-280/91-32 AND 50-281/91-32 This refers to the motor-operated valve inspection conducted by U. S. NRC Region II at your Surry facility from November 18-22, 199 The inspection consisted of a review of the program you developed in response to Generic Letter 89-10, 11Safety-Rel ated Motor-Operated Valve Testing and Survei 11 anc Areas examined during the inspection are discussed in the enclosed inspection report.

At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the repor It was determined that you had developed a program which adequately addresses most of the generic letter recommendation Some concerns were identifie They are listed in the inspection report Summary and discussed in Section 3 of the repor We anticipate that these concerns will be resolved through actions already in progres No formal written response to the NRC is required for any of these matter Resolution of the concerns will be examined during subsequent NRC inspection of your generic letter program implementatio In addition to the concerns referred to above, the insRection identified s number of strength Prominent among these strengths were your plans to provide for accurate determination of torque, in addition to thrust, during your valve testin Also, the on site engineering support devoted to the program was considered an important attribute..

The strengths are listed in the inspection report Summar In accordance with 10 CFR 2.790 of the NRC 1 s "Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
