Management Controls Responsibility has been assigned to organization and individuals to conduct the licensee's radiological environmental monitoring progra Technical Specification 4.9, Table 4.9-1 describes the environmental monitoring program to be conducted. Responsibility has been assigned for operating and maintaining the sampling stations and collection of the required sample The licensee's Technical Specification, 6.1-10, paragraph i, provides for audits of the environmental monitoring progra The inspector reviewed the results of licensee Audit Number 78-11, AC6-51, dated September 5-6, 1978 and found that the audit revealed no areas of deficiency. The audit covered appropriate parts of the enviromental monitoring progra.
Quality Control of Analytical Measurements Since the licensee has contracted with Eberline Instrument Corporation to analyze the environmental samples, the inspector examined Eberline Instrument Corporation's 1977 and available 1978 report The 1977 report included information concerning instrument counting efficiencies and background measurements, duplicate analysis, recount analysis, spike samples, environmental TLDs, and interlaboratory comparison Some 1978 data was missing due to the long (approximately six to eight weaks) turn around time from Eberlin The inspector suggested that the licensee try to reduce this dela The inspector had no further question Implementation of the Environmental Monitoring Program Technical Specification 4.9.E, Table 4.9-1 provides requirements for the scope of the licensee's radiological environmental moni-toring progra The inspectors reviewed the licensee's annual report to the NRC for 1977 and available data for 1978 and determined that the scope of the program required by T.S.4.9.E in terms of sampling locations, types of samples, frequencies and types of analyses was apparently being me The inspectors examined all of the licensee's air particulate and charcoal filter monitoring stations and associated TLD stations as well as other solely TLD stations. The inspectors also observed the actual collection of the air particulate and charcoal filters,
- milk and soil samples and compared these activities with appropriate licensee procedure The vacuum gauge on the air monitoring station at Fort Eustis was not operating properly and this was replaced at the time with a new spare gaug The air monitoring station at the Surry Site (roof of the administration building) was not operating and the entire unit was replaced at the time of this inspectio The timer on this unit indicated that the unit had failed to operate for only a brief perio The licensee's records of flow calibrations for the air monitoring stations were inspected and the inspector had no further questions in this are The supply of available spare parts for the air monitoring stations was inspected and found to be apparently adequate. The inspection of the environmental monitoring stations indicated that the licensee is meeting the requirement of Technical Specification 4.9.E for those areas specifically inspecte The licensee's plotting of data for trend analysis was inspected and found to be apparently satisfactory. Licensee representatives stated that the plotted data will receive additional review by supervision in the futur Licensee records indicate that the primary anomalous results were caused by Chinese nuclear testing and this was evaluated and supported by dat.
Exit Interview The inspectors met with licensee representatives (shown in paragraph 1) at the conclusion of the inspection on September 22, 1978 at the Surry Power Statio The inspectors swnmarized the scope and findings of the inspections.
