SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 - SENIOR REACTOR OPERATOR RETAKE LICENSE EXAMINATION REPORT
05000272/2017302 AND 05000311/2017302
Dear Mr. Sena:
On June 6, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed a retake examination at the Salem facility. The enclosed examination report documents the examination results, which were discussed on June 20, 2017, with Mr. J. Osborne, Salem Shift Manager.
The retake examination (scenario portion, only) included the evaluation of one applicant for an instant senior reactor operator license. The examination was developed using NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 10. The license examiner determined that the applicant satisfied the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 55, and the appropriate license was issued June 20, 2017.
No findings were identified during this examination.
In accordance with 10 CFR 2.390 of the NRC's Rules of Practice, a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs Agencywide Documents Access Management System (ADAMS). .1 License Applications
a. Scope
The examiner reviewed one license re-application submitted by the licensee to ensure the application reflected that the applicant satisfied relevant license eligibility requirements. The application was submitted on NRC Form 398, Personal Qualification Statement, and NRC Form 396, Certification of Medical Examination by Facility Licensee. The examiner also audited the license application in detail to confirm that it accurately reflected the subject applicants qualifications. This audit focused on the applicants experience and on-the-job training, including control manipulations that provided significant reactivity changes.
b. Findings
No findings were identified.
.2 Operator Knowledge and Performance
a. Examination Scope
On June 6, 2017, the NRC examiner administered the retake examination (scenario portion, only) to the applicant.
b. Findings
The NRC examiner completed the final grading of the examination on June 9, 2017. In accordance with current NRC policy, the public release of this examination in ADAMS will be delayed for two years from the date of this report.
.3 Initial Licensing Examination Development
a. Examination Scope
The facility licensee developed the examinations in accordance with NUREG-1021, Revision 10. All licensee facility training and operations staff involved in examination preparation and validation were listed on a security agreement. The facility licensee submitted the operating examination outlines on April 6, 2017. The chief examiner reviewed the outlines against the requirements of NUREG-1021, and provided comments to the licensee. The facility licensee submitted the draft examination on April 20, 2017. The chief examiner reviewed the draft examination against the requirements of NUREG-1021, and provided comments to the licensee on the examination on April 25, 2017. The licensee satisfactorily completed comment resolution on May 5, 2017.
b. Findings
The examiner determined that the retake examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

The examiner reviewed examination security for examination development and examination administration for compliance with NUREG-1021, Revision 10 requirements.
