SUBJECT: REPORT NOS. 50-269/84-16, 50-270/84-15, AND 50-287/84-26 Thank you for your supplemental response of April 19, 1985, to our Notice of Violation issued on November 23, 1984, concerning activities conducted at your Oconee facility.

After careful evaluation of your supplemental response, we conclude that your response meets the requirements of 10 CFR 2.201.

You, however, continue to deny Violation 1, maintaining that Section 2.2.1.a of NUREG-0578 is not a binding regulatory requirement.

Duke Power Company is reminded that NUREG-0737 is a requirement and it is the implementing document for Item 1.A.1.2, fonnerly Section 2.2.1.a of NUREG-0578.

For this reason, the violation remains as written.

We will examine the implementation of your corrective actions during future inspections.

We appreciate your cooperation in this matter.

NUREG-0737 is the implementing document for Item 1. A.1.2, formerly Section 2.2.1.a of NUREG-0578.

For this reason, the violation remains as written.
