The purpose of this unannounced inspection was to verify that administrative requirements were established or implemented and to observe the opening and quality of contents of a package awaiting shipment.

The inspection involved four hours by one NRC inspector.

Results: No items of noncompliance with NRC requirements were identified.

DETAILS 1.

Inspection Activities a.

A current set of D0T and NRC regulations for the transfer, packaging and transport of low-level radioactive waste materials were physi-cally located in the Health Physics Supervisor's office. A Superin-tendent of Documencs subscription is used for the NRC regulations.

The DOT regulations are contained in the annual codification of TITLE 49 published by the Office of the Federal Register.

To date the licensee has never shipped any radioactive wastes. About eighty 55 gallon barrels of very low-level waste have been accuculated and packaged. The licensee purports that these wastes are of sLch a low level that they are not considered as radioactive by DOT regu-lations but state regulations require such actions. At some future time the licensee may ship these wastes to a disposal site.

The licensee has on hand a copy of the Barnwell license and its amend-ments.

Management approved procedure number HPP-26, revision 2, dated October 12,1979, " Handling and Disposal of Radioactive Material,"

is adequate and current. The gas cooled reactor generates small quantities of very low level radioactive wastes. Accordingly, all packaging is done by the Health Physics Department (a total of eleven personnel). Administrative Policy Number HP-05 states, in part, that the transfer, packaging and transport of low-level radioactive waste materials is the responsibility of the Health Physics Department.

Training for personnel involved in the transfer, packaging and transport of low-level radioactive waste material is given as a part of the Health Physics Staff OJT (see paragraph C. above).

Records of training are available. At present, there is no formalized refresher training; however, in view of the small volume of very low-level wastes packaged exclusively by health physics personnel, the lack of formd refresher training was not considered to be a deficiency.

An audit program for activities associated with transfer, packaging and transport of low-level radioactive wastes has been incorporated into the overall audit program.

This program includes the delegation of management responsibilities, the writing of audit reports to manage-ment, a system for assuring that corrective actions.are taken on audit findings, and re-audit schedules.

The management type audit of the ac.tivities associated with the transfer, packaging and transport of low-level radioactive wastes was purportedly made and assigned a number, QAA-1501. On the day of the inspection, the audit was being. circulated.

Due to time constraints, the inspector could not wait for the audit to be found and reviewed.

On-site Observations a.

There were no observations of packaging activities since very little waste is generated (see paragraph 2.c), above, and none was being packaged on the day of the inspection.

b.

Barrel No. 95, which was awaiting shipment, was selected by the inspector for opening.

Its contents were dry compacted LSA wastes with no free standing water.

There was no visible evidence of a " poor quality" or damaged container including the lid fastening device.

Exit Interview The inspector met with the Supervisor of Chemistry and Health Physics at the Fort St. Vrain Station at the conclusion of the inspection on December 6,1979. The inspector summarized the purpose and scope of the
