HRC INSPECTION REPORT, 50-260/91-202 BROWNS FERRY UNIT 2 OPERATIONAL READINESS ASSESSMENT TEAM FOLLOWUP INSPECTION This letter transmits the findings of the Operational Readiness Assessment Team (ORAT) followup inspection conducted during the period of April 15 through April 19, 1991 involving activities authorized by NRC Operating License Number DPR-52 for the Browns Ferry Nuclear Plant Unit 2.

The inspection was conducted by the NRC Office of Nuclear Reactor Regulation.

The team included members from other NRC offices, regional inspectors and consultants.

The purpose of the followup team inspection was to continue the activities conducted during the original ORAT-inspection (February 11-15 and February

through March 1, 1991).

These activities included an in-depth assessment of the readiness of management controls, programs and personnel to support safe restart and operation of the facility, specifically focusing upon operational activities and the unit separation program.

The team also assessed the corrective actions for open items requiring resolution prior to restart, identified in NRC Inspect-ion Repor t 50-260/91-201.

Within the scope of its review, the team did not identify any issues that would affect the restart of Unit 2.

The team verified that appropriate corrective actions were implemented by the licensee to address the restart concerns which had been identified in the original ORAT inspection.

However Open Item 260/91-201-03, concerning the fuel handling event remains open pending NRC review of the final incident investigation report.

In a'ccordance with 10 CFR 2.790 the Commission's regulations, a copy of this letter and the enclosure noted below will be placed in the NRC Public Document Room.
