ENFORCEMENT CONFERENCE SUMMARY (NRC INSPECTION REPORT NOS. 50-259/91-23, 50-260/91-23, AND 50-296/91-23)

This letter refers to the Enforcement Conference held at our request on July 12, 1991.

This meeting concerned activities authorized at your Browns Ferry facility.

The issues discussed at this conference related to the violation of primary containment integrity while the Unit 2 reactor was critical and greater than 212 degrees F.

The discussion centered around the root causes of the event as well as your corrective actions and your determination as to the safety significance of the event.

A list of attendees, and a copy of your handout are enclosed.

We are continuing our review of these issues to determine the appropriate enforcement action.

In accordance with Section 2.790 of the NRC's

"Rules of Practice,"

Part 2, Title 10 Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
