BROWNS FERRY NUCLEAR PLANT - SPECIAL INSPECTION REPORT 05000259/2023440 AND 05000260/2023440 AND 05000296/2023440
Dear James Barstow:
On February 17, 2023, the U.S. Nuclear Regulatory Commission (NRC) completed a special inspection and discussed the results of this inspection with Manu Sivaraman and other members of your staff.
The inspection commenced on February 1, 2023, in accordance with NRC Management Directive 8.3, NRC Incident Investigation Program, and Inspection Manual Chapter 0309, Reactive Inspection Decision Basis for Reactors, based on the initial risk and deterministic criteria evaluation made by the NRC on January 31, 2023.
The Special Inspection reviewed the circumstances surrounding events that occurred on January 29, 2023, and examined activities conducted under your license as they relate to safety, security, and compliance with the Commissions rules and regulations, and with the conditions of your license.
One finding of very low security significance (Green) is documented in this report. This finding involved a violation of NRC requirements. We are treating this violation as a non-cited violation (NCV) consistent with Section 2.3.2 of the Enforcement Policy.
If you contest the violation or the significance or severity of the violation documented in this inspection report, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN:

The following cross cutting aspect was assigned to a finding using Inspection Manual Chapter 0310 Aspects Within Cross Cutting Areas: [H.3] - Change Management.
