Revision 12 to SO1(23)-VIII-1 incorporated 10 CFR 20 and EPA-400 terminology changes and provided additional guidance for classifying events based on monitor readings and dose projections. All of the changes continued to meet the standards in 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. a. Background Revision 12 to S01(23)-VIII-1, "Recognition and Classification of Emergencies," dated December 29, 1993, was submitted on January 12, 1994, in accordance with 10 CFR 50, Appendix E, Paragraph V. The licensee implemented Revision 12 without prior approval under the provisions of 10 CFR 50.54(q). This review was conducted to address 10 CFR 50, Appendix E, Paragraph IV.B, which specifically requires that emergency action levels (EALs) be approved by the NR Regional emergency preparedness staff evaluated the changes to the EALs to determine whether the changes decreased the effectiveness of the San Onofre Nuclear Generating Station (SONGS) Emergency Plan and whether the changes continued to meet the standards in 50.47(b) and the requirements of 10 CFR 50, Appendix b. Evaluation Revision 12 incorporated 10 CFR 20 and EPA-400 terminology change These changes appeared complete and appropriate. Revision 12 also included additional guidance for classifying events based on monitor readings and dose projections. For applicable EALs, the licensee added a requirement to base event classifications on monitor readings if dose projections "were not immediately available." The inspector questioned the definition of the term "immediately." The licensee stated that individuals trained to use this procedure would be instructed to use 15 minutes. The licensee also indicated that this time period may be incorporated into S01(23)-VIII-1. This response was acceptabl The incremental changes between Revision 11 and 12 continued to meet the standards in 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix. Exit Interview An exit interview, via telephone, was held on March 28, 1994, to discuss the preliminary findings of the in-office inspection. Section 1 of this report identifies the licensee personnel who participated in the exit interview. The licensee was informed that no violations of NRC requirements were identified.
