Section Inspection Summary Inspection on June 12-14, 20-22, 26-28, and July 5-6, 1989 (Report No. 50-155/89012(DRS))
-Areas Inspected: Routine, unannounced safety inspection of inservice inspection (ISI) activities including review of programs (73051), procedures (73052), observation of work activities (73753), and data review (73755).
Results: No violations or deviations were identified. Based on the results of the inspection, the NRC inspector noted the following:
Within the areas revie;ad, the implementation of ISI followed the
requirements of ASME Section XI and the licensee's program.

The licensee's staffing of the ISI group was adeqt: ate, and the personnel
were very knowledgeable and conscientious.
The licensee's sampling plan for addressing IGSCC concerns was in accordance with Generic Letter 88-01, and all welds were found to be acceptable.

Inservice Inspection (ISI) Unit 1 a.
Review of Program (73501)
CPCo Energy Supply Technical Services (ESTS) and MQS Inspection, Inc. (liQS) performed the ISI in accordance with ASME Section XI, 1977 Edition, Summer 1978 Addenda. There was sufficient

orgai.izational staff to ensure that acceptable ISI work was l
performed. The sampling inspection plan for addressing intergranular
'
stress corrosion cracking (IGSCC) concerns was in accordance with Generic Letter 88-01. All 12 welds inspected in accordance with Generic Letter 88-01 were found to be acceptable. Where ASME l
requirements were determined to be impractical, specific relief requests were requested from NRR in writing. The NRC inspector

reviewed the specific relief requests including the related correspondence between the licensee and the NRC. The NRC inspector

l reviewed audits / surveillance of ISI activities conducted by qualified personnel to verify compliance with the ISI program.

Review of Procedures'(73052)
All ISI procedures were approved by the Authorize.i Nuclear Inservice Inspector (ANII) and were reviewed by the NRC inspector.
An ultrasonic examination (UT) master slave unit and manual. pulse echo UT detection instruments and transducers of various angles, sizes, and MHZ were used. The nondestructive examinations (NDE) were performed in accordance with ASME Section V, 1977 Edition, Summer 1978 Addenda, c.
Data Review and Evaluation (73755)-
-The examination data was within the criteria as outlined in the applicable NDE procedures and ASME Code requirements. The NRC inspector.'s review included examination of documents relating to NDE equipment, data, and evaiuatiens.

The NRC inspector observed work and hat discussions with personnel-during the ISI activities. These observations included the following:

The NRC inspector reviewed the qualifications and certifications of all inspection personnel on site to ensure conformance with SNT-TC-1A. The Level III individual performing the UT on stainless steel welds was qualified at Electric Power Research Institute (EPRI) for IGSCC.
No violations or deviations were identified.
3.
Exit Interview (30703)
The NRC inspector met with site representatives (denoted in Paragraph 1) at the conclusion of the inspection. The NRC inspector summarized the scope and findings of the inspection noted in this report. The NRC inspector also discussed the likely informational content of the inspection report with regard to documents or processes reviewed by the NRC inspector during the inspection. The licensee did not. identify any such documents / processes as proprietary.
