Inspection No. 50-29/82-02 This refers to the routine safeguards inspection conducted by Mr. R. J. Bailey-

of this office on February 22-26, 1982 at the Yankee Nuclear Power Station, Rowe, Massachusetts of activities authorized by NRC License No. DPR-3 and to the discussions of our findings held by Mr. Bailey with Mr. D. Vasser and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspection Raport which is enclosed with this letter. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector.

Our inspector also verified the steps you have taken to correct the violations brought to your attention in the enclosure to our letter dated October 20, 1981.

We have no further questions regarding the steps you took to correct item C.

With regard to items A and B, these items will be examined during future inspec-tions.

Based on the results of this inspection, it appears that one of your activities was not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix A.

This violation has been categorized into the level described in the Federal Register Notice (45 FR 66754) dated October 7, 1980.

You are required to respond to this letter and in preparing your response, you should follow the instructions in Appendix A.

In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of security measures for the physical protection of special nuclear materials and certain plant equipment vital to the safet, of production or utilization facilities is deemed to be Safeguards information.

Each perscn who produces, receives or acquires Safeguards Information is required to ensure that it is protected against unauthorized disclosure.

Ther efore, except for the report cover sheet, the enclosed inspection report will n_o_t be placed in the Public Document Room and will receive limited distribution pursuant to 10 CFR 73.21(c).

The responses directed by this Notice are not subject to the clearance procedures o_f the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
