Areas Inspected:
Special, announced follow-up inspection of the prompt public notification / warning system for the Dresden Nuclear Generating Station.
De-ficiencies identified in the initial testing and operation of the warning siren system were addressed by the inspector. The inspection involved six inspector-hours on site by one NRC inspector.

Licensen Action Previously Identified Items Related to Emergency Preparedness a.
(Closed) 50-10/82-07; 50-237/82-11; 50-249/82-12: Have the deficiencies observed in the initial test of the siren warning system been corrected?
The inspector, accompanied by a licensee representative, met with each County representative responsible for activating the prompt public notification / warning system. Through interviews plus information received from the licensee, the inspector con-cluded that the following initially defective sirens have been repaired and are presently operable. The initially defective 27 sirens are listed below:
12 sirens out of 26 in Will County; Siren #66, 71, 73, 87, 100, 199, 204, 207, 208, 220, 228 and 230.
4 sirens out of 4 in Kendall County; Siren #1, 180, 183 I
and 191.
11 sirens out of 30 in Grundy County; Siren #14, 25, 31, 45, 75, 116, 134, 145, 173, 174 and 237.
These sirens have been repaired by Whelen Engineering Company, under contract with the licensee with assistance from the licen-see's maintenance department. The major defects detected in the siren system were related to radio signal level at the output of the encoder, receiver antenna problems, wiring problems from the decoder to the siren controls and other radio control related problems.

(0 pen) 50-10/82-03-02; 50-237/82-04-02; 50-249/82-03-02: What QA/QC program has been established to assure continued reliability of the alerting (siren) system?
The inspector interviewed County representatives responsible for emergency services in each of the three Counties comprising the 10 mile EPZ. They indicated that if any siren did not activate after testing, a telephone call would be made to the licensee or his contractor, Whelen Engineering Company, for repair services.
A preventative maintenance program is being initiated by the licensee on a regular six month basis following the initial full alarm test which is scheduled for June 24, 1982. This test will be one to two minute full alarm test as opposed to the previous actuation and " growl" test which only verified that each siren received a radio signal to activate it.
Audibility tests to determine sound ranges of individual sirens will also be made following information received from the June 24, 1982, Dresden siren alarm test.
?!onthly tests of the already existing County sirens are being conducted as required by Illinois state law. The 60 sirens installed by the licensee are also scheduled for monthly tests beginning in August 1982, from information received by the inspector from a license representative. This approximate date follows the June 24, 1982, full alarm test.
Each County office is being supplied by the licensee with a wall-mounted map with siren locations which light up when an individual siren or cluster of sirens are activated at the encoder in the Dispatcher's office. This lit up map location shows immediately which siren is receiving the radio signal prior to activating the alarm signal on the encoder. Thus, the person on duty can tell momentarily which sirens in which location are not functioning, rather than waiting for feed-back from the local residents on whether the sirens were heard.
This added feature of lit up siren locations on County EPZ maps plus routine as well as scheduled preventative maintenance and other aspects of the siren systems described previously should constitute a satisfactory QA/QC program when implemented. Region III intends to monitor the licensee's program as an ongoing activity to maintain continued reliability of the siren system within the 10 mile EPZ around the Dresden site.
This item will remain open until the QA/QC is fully implemented and the test program is started.

Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1) at the conclusion of the inspection on June 10, 1982. The inspector summarized the scope and findings of the inspection.
