The inspection was an examination of the activities conducted under your license as they relate to radiation safety and to compliance with the Nuclear Regulatory Commission (NRG) rules and regulations and the conditions of your license. The inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are as follows:

[Z] Temporary Job Site Inspection US 41 at 14 I st A venue, Cedar Lake, IN PROGRAM SCOPE This was an unannounced field inspection of a geotechnical engineering company, authorized by the State of Illinois to use portable gauges for measuring the physical properties of materials. The company conducted these activities in NRC jurisdiction under a reciprocity request filed and approved in September 2019 for the remainder of the calendar yea The scope of this inspection was limited to an evaluation oflicensed activities (compaction testing for new roadways) at a residential construction project in Cedar Lake, Indian '

PERFORMANCE OBSERVATIONS The inspector located one of the licensee's authorized gauge users at the job site in Cedar Lake. The user had a Troxler 3411-B gauge in his possession, but was not planning to perform any compaction testing that day since much of the compacted soil was still frozen. Instead, the authorized user demonstrated the implementation of licensee procedures for the safe use and transport oflicensed material. The user maintained adequate control and constant surveillance of the gauge at all times during the inspection, or else secured it in his vehicle using a combination of locks, chains and a locking truck bed cover to provide at least two independent physical controls against unauthorized removal. These locks and chains also provided adequate blocking and bracing for transport on public highways. The inspector performed independent exposure rate measurements in proximity of the gauge, and noted levels consistent with those provided by the manufacturer in the applicable SSDR Safety Evaluation (NC-646-D-830-S).

The inspector interviewed the user to discuss the status of licensed activities under reciprocity as well as various emergency response scenarios. The user was knowledgeable of radiation protection principles, regulatory requirements, and licensee procedures. The inspector reviewed a selection of available records, including shipping papers, utilization logs, leak test results, O&E procedures, a copy of the company's State of Illinois license, and its initial reciprocity report (NRC Form 241) approved September 16, 2019, which accurately reflected the work performed on the job sit No violations ofNRC requirements were identified as a result of this inspection. The inspector conducted an exit meeting with the licensee's RSO via telephone later that day.
