This was an announced field inspection of a radiation safety consulting group authorized by the State of Illinois to possess and use byproduct material for instrument calibrations, fixed gauge installation and maintenance at client facilities, sample analysis (including sealed source leak testing), as well as decontamination, decommissioning, packaging, and transfer of unsealed material. The licensee conducted those activities at temporary job sites in NRC jurisdiction under the terms of a reciprocity request filed and approved in December 2020 for calendar year 2021.

The scope of this inspection was limited to an evaluation of licensed activities (instrument calibrations and sealed source leak testing) that had previously been performed at Northwest Health La Porte (030-08653) in La Porte, Indiana. One of the licensee's consultants served as the hospital's RSO, and was present during the routine inspection of the hospital's radiation safety program. In accordance with current agency policy during the Covid-19 PHE, this inspection was announced and conducted remotely by means of video teleconferencing. Relevant records were reviewed via email.

Using the video teleconference platform, the licensee's consultant demonstrated measures for safe and secure transport of licensed material in his possession, which at the time included an instrument calibrator and several reference sources. Both the calibrator and package containing the reference sources were properly labeled and remained adequately blocked, braced, and secured inside the consultant's vehicle during the inspection. At the inspector's request, the consultant performed surveys in the vicinity of these sources, and found no readings in excess of regulatory limits. The inspector also discussed the licensee's process for instrument calibrations with the consultant, who demonstrated adequate knowledge and awareness of radiation safety hazards and ALARA practices.

The inspector reviewed the licensee's shipping papers and emergency response information that the consultant kept within arm's reach while driving, and reviewed recent personnel dosimetry reports and leak test results for the sources in the consultant's possession.

No violations of NRC requirements were identified as as a result of this inspection.
