ANNUAL UPDATE

On November 14, 2006, Carolina Power & Light Company (CP&L), doing business as Progress Energy Carolinas, Inc., requested the renewal of the operating license for the Shearon Harris Nuclear Power Plant, Unit No. 1, also known as the Harris Nuclear Plant (HNP), to extend the term of its operating license an additional 20 years beyond the current expiration date.

Annually during the NRC staff review of the License Renewal Application (LRA) and at least three months before the completion of the review, CP&L is required by 10 CFR 54.21 (b) to amend the LRA by identifying any change to the HNP Current Licensing Basis (CLB) that materially affects the contents of the LRA. The first annual update was submitted by letter dated November 5, 2007.

Anticipating the completion of the NRC review, CP&L has completed a review of CLB changes since the previous annual update and confirms that there have been no changes that materially affect the information in the LRA. Therefore, an amendment to the LRA is not necessary.
