United States Nuclear Regulatory Commission ATTENTION: Document Control Desk Washington, DC 20555 SHEARON HARRIS NUCLEAR POWER PLANT DOCKET NO. 50-400/LICENSE NO. NPF-63 SUBMITTAL OF REVISION 3 TO THE PHYSICAL SECURITY AND SAFEGUARDS CONTINGENCY PLAN Ladies and Gentlemen:
In accordance with 10 CFR 50.54 (p)(2) and 10 CFR 50.4 (b)(4), Progress Energy Carolinas, Inc.
is providing Revision 3 of the Physical Security and Safeguards Contingency Plan (PSSCP) for the Harris Nuclear Plant. These changes were made in accordance with 10 CFR 50.54(p)(2) as changes that do not decrease the safeguards effectiveness of the plan. The revision to the PSSCP was effective on July 3, 2003.
A summary description of the changes is provided in Enclosure 1. A copy of the Physical Security and Safeguards Contingency Plan Revision 3 is provided in Enclosure 2. Enclosure 1 and 2 contain safeguards information that requires protection in accordance with 10 CFR 73.21. Upon separation of Enclosure 1 and 2, this letter is decontrolled.
