V0GTLE ELECTRIC GENERATING PLANT REVISION 10 LICENSE AMENDMENTS APPLICATION SOU1HERN W[ LEAR TO BECOME THE LICENSED OPERA 10B On September 18, 1992, Georgia Power Company (GPC) submitted propnsed amendmente to facility Operating License Nos. NPF-68 and NPF-81 which would authorize Southern Nucicar Operating Company, Inc. (Southern Nuclear) to become the licensed operator and have exclusive responsibility and control over the physical construction, operation, and maintenance of Vogtle Electric Generating Plant, Units 1 and 2.
As a result of telephone conversations between GPC and the NRC, GPC is now proposing wording revisions to the proposed thanges to the facility Operating Licenses Nos. NPF-68 and NPF-81. These wording revisions, which are provided in the attachments, merely refer to the latest revision dates of the Physical Security Plan, the Guard Training and Qualification Plan and the Contingency Plan, rather than historic Plan revisions.
Since these overall Plan revisions have been, and will remain, the basis for license obligations, the reference to the current Plan revisions do not have any impact on the application er the significant hazards consideration evaluation provided in tiie September 18, 1992 submittal, and are made simply for better ease of reference.
Accordingly, Georgia Power Company hereby concurs with and transmits the revisions discussed with the NRC. Associated pages from the marked-up operating licenses in the September 18, 1992 submittal should be removed and replaced with the revised pages which ar., provided in Attachment 1.

The facility requires exemptions from certain requireeents of 10 CFR Part 50 and 10 CFR Part 70. These include (a) en exception from tne requirements of 10 CFR 70.24 for two criticality conttors around the fuel storage area, (b) an exemption from the requirerents of g
Paragraph Ill.D.2(b)(ii) of Appendix J of 10 CFR Part 51 the testing of containment air locks at times when containment integrity is not required, and (c) an exemption from the schedule requirerents of 10 CFR FO.33(k)(1) related to availability of funds for decoc4nissioning the f acility. The special circumstances regarding exemptions b and c are identified in Sections 6.2.6 and 22.5 of $5ER 8, respectively.

An exemption was previously granted pursuant to 10 CFR 70.24. The exemption was granted with NRC materials license No. $NM 1981and relieved G issued July 13, 1988, having a criticality alarm system. GPC 4e hereby exempted fro:a the criticality alarm system provision of 10 R 70.24 so far as this section applies to the storage of fuel asse lies held under this am/Sout%ern Nstb1rQ1c These exemptions are authorized by law, will not present an undue risk to the public health and safety, and are consistent with the corsnon defense and security. The exemptions in items b and c above are gYented pursuant to 10 CFR 50.12. With these exempti m.s, the facility will operate, to the extent authorized herein, in conformity with the application, as amended, the provisions of the g ang ules and regulations of the Coesission.
