VOGTLE ELECTRIC GENERATING PLANT UPDATED INFORMATION FOR LICENSE AMENDMENTS APPLICATION f SOUTHERN NUCLEAR TO BECOME THE LICENSED OPER.ATOR Gentlemen:

, On September 18,1992, Georgia Power Company (GPC) submitted an application to amend Facility Operating License (FOL) Nos. NPF-68 and NPF-81 which would c authorize Southern Nuclear Operating Company, Inc. (Southern Nuclear) to become 1 the licensed operator and have exclusive responsibility and control over the physical

construction, operation, and raaintenance of Vogtle Electric Generating Plant, Unit 1 f- and Unit 2 (VEGP). By letters to the NRC dated October 7,1992, October 15,1992, September 11,1996 and Duember 12,1996, GPC supplemented or provided information related to this application.

In response to telephone conversations this week, GPC is informing the hTC that certain planned activities which were communicated in the application have been completed. Pursuant to the Nuclear Operating Agreement between GPC and Southern Nuclear, the companies have entered into a number of service plans which provide for g the performance of services by GPC after the license transfer occurs. Specifically, as Y' stated in the application "Following the reassignment ofoperating responsibilities to Southern Nuclear, a sign.ficant amount of off-site emergency planning support, including communication with the public, will be provided by Georgia Power Company." Southern Nuclear will enter into agreements with Georgia Power Company specifying:

(1) the arrangements for provision of a continued source of off-site power, (2) the arrangements for controlling operation, maintenance, repair, and other activities with respect to the transmission lines and the switchyard in the Exclusion Area, and (3) a requirement that Georgia Power Company obtain approval from Southern Nuclear prior to implementing any changes to the equipment located in the Exclusion Area."

The service plan between Georgia Power Company and Southern Nuclear to assure these services will be performed has been duly executed.

In accordance with 10 CFR 50.91, the designated State official will be sent a copy of this letter.
