Dear Commissioners and Staff:

In accordance with the requirements of 10 CFR 50.54, 10 CFR 72.32, and 10 CFR 72.44(f), Pacific Gas and Electric Company (PG&E) is providing a summary of the analysis of changes to the Diablo Canyon Power Plant Emergency Plan (E-Plan).

The E-Plan continues to meet the requirements in Appendix E of 10 CFR 50 and the standards of 10 CFR 50.47(b). These revisions implement the changes to the E-Plan approved by the NRC in License Amendments 235/237, in addition to minor editorial corrections, as documented in the associated enclosures listed below:

License Amendments 235 and 237 were issued by the NRC on March 26, 2020. The amendment to the Emergency Plan (E-Plan) and Physical Security Plan change the physical security classification of the intake structure and modify portions of Diablo Canyons protected area. The approved revision to Section 1 of the E-Plan excludes the intake structure from the definition of the protected area.

This change was made to implement approved license Amendment #235 and #237 (reference Safety Evaluation Report dated March 26, 2020).

These changes do not affect how the approved E-Plan meets any planning standard functions, elements, or site-specific commitments. No evaluation required.

DEFINITIONS AND ACRONYMS

1. 1 DEFINITIONS This section defines terms used in the Diablo Canyon Power Plant Emergency Plan.

Annual A calendar year beginning January 1st and ending December 31 st*

Assessment Actions Those actions taken during or after an accident to obtain and process information necessary for decisions implementing specific emergency measures.

Collective Dose The sum of the individual doses received in a given period of time by a specified population from exposure to a specified source of ionizing radiation.

Committed Dose Equivalent (Ht,50)

The dose equivalent to organs or tissues of reference (T) that will be received from an intake of radioactive material by an individual during the 50-year period following the intake.

Committed Effective Dose Equivalent (He,50)

The sum of the products of the weighting factors applicable to each of the body organs or tissues that are irradiated and the committed dose equivalent to these organs or tissues (HE,50 = rWTHT,50).

Company Refers to Pacific Gas and Electric Company.

Controlled Area An area outside of a restricted area but inside the site boundary, access to which can be limited by the licensee for any reason.

Corrective Actions Those emergency measures taken to ameliorate or terminate an emergency situation at or near the source of the problem in order to prevent an uncontrolled release of radioactive material or to reduce the magnitude of a release (e.g., shutting down equipment, fire fighting, repair, and damage control).

Page 2 of 9 A woman who has voluntarily informed her employer, in writing, of her pregnancy and the estimated date of conception.

Deep Dose Equivalent (Hd)

Which applies to external whole-body exposure, is the dose equivalent at a tissue depth of 1 cm (1000 mg/cm2).

Derived Air Concentration (DAC)

The concentration of a given radionuclide in air which, if breathed by the referenced man for a working year of 2,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br /> under conditions of light work (inhalation rate 1.2 cubic meters of air per hour), results in an intake of one ALI (Annual Limit of Intake). DAG values are given in Table 1, Column 3 of Appendix B to §§ 20.1001 - 20.2401.

Dose Conversion Factor (DCF)

Any factor that is used to change an environmental measurement to dose in the units of concern.

Emergency Assessment and Response System (EARS)/ Meteorological Information and Dose Assessment System (MIDAS)

The primary dose assessment program used by DCPP to project offsite dose consequences during a radiological emergency.

Early Phase The period at the beginning of a nuclear power plant incident when immediate decisions for effective use of protective actions are required, and must be based primarily on predictions of radiological conditions in the environment. This phase may last from hours to days. For the purpose of dose projection, it is assumed to last for four days.

Emergency Action Levels (EAL)

Specific radiation levels associated with airborne, waterborne, or surface deposited concentrations of radioactive materials; or specific instrument indications (including their rates of change) that may be used as thresholds for initiating a particular emergency classification level which then requires initiating a notification procedure, or initiating a particular protective action.

Emergency Classification Levels (ECL)

The four levels of nuclear power plant emergencies: Unusual Event, Alert, Site Area Emergency, and General Emergency.

Page 3 of 9 A nominal 1 a-mile radius around the plant which potentially could be in the plume exposure pathway (established by federal criteria, 10 CFR 50.33.). The Diablo Canyon Emergency Planning Zone includes the federally required 1 a-mile radius (on land and over the ocean) and additional areas beyond the 1 a-mile radius as originally defined by the State of California and San Luis Obispo County, where protective actions (evacuation and/or sheltering) may be required. The land based portions of the DCPP EPZ are divided into 12 Protective Action Zones (PAZs) defined by local geographic boundaries (refer to section 2 of the DCPP Emergency Plan for a map of the EPZ).

Emergency Worker Dose The dose received by a DCPP employee under emergency conditions. Emergency worker dose does not include public or occupational dose.

Exclusion Area Boundary An exclusion area of such size that an individual located at any point on its boundary for two hours immediately following onset of the postulated fission product release would not receive a total radiation dose to the whole body in excess of 25 rem or a total radiation dose in excess of 300 rem to the thyroid from iodine exposure.

Evacuation The urgent removal of people from an area to avoid or reduce high-level, short-term exposure, usually from the plume or from deposited activity. Evacuation may be a preemptive action taken in response to a facility condition rather than an actual release.

Facility Activation An Emergency Response Facility is activated when the minimum staff per Figures 5-2, 5-3 and 5-4 are available and the facility is ready to assume assigned functions. Although the facility may be ready, the on-shift staff may prioritize completion of critical tasks prior to turnover.

Independent Spent Fuel Storage Installation (ISFSI)

The facility shown on ISFSI Final Safety Analysis Report (FSAR) Figure 4.1-1 that is used for dry storage of spent fuel.

Intermediate Phase The period beginning after the incident source and releases have been brought under control and reliable environmental measurements are available for use as a basis for decisions on additional protective actions and extending until these protective actions are terminated. This phase may overlap the early and late phases and may last from weeks to many months. For the purpose of dose projection, it is assumed to last for one year.

E-Plan Section 1 - Diablo Canyon Power Plant Emergency Plan Definitions and Acronyms Late Phase Page 4 of 9 The period beginning when recovery action designed to reduce radiation levels in the environment to permanently acceptable levels are commenced, and ending when all recovery actions have been completed. This period may extend from months to years (also referred to as the recovery phase).

Low Population Zone (LPZ)

The area immediately surrounding the exclusion area which contains residents, the total number and density of which are such that there is a reasonable probability appropriate protective measures could be taken in their behalf in the event of a serious accident (10 CFR 100.3). For Diablo Canyon Power Plant, the LPZ is an area encompassed by a radius of 6 statute miles on land (PAZs one and two) and the ocean out to five nautical miles.

Member of the Public An individual in a controlled or unrestricted area. However, an individual is not a member of the public during any period in which the individual receives an occupational dose.

Monitor and Prepare A type of precautionary action intended to advise the public within the EPZ that a serious emergency at the nuclear power plant exits and that it should monitor the situation and prepare for the possibility of evacuation, sheltering in place, or other protective actions.

Non-Essential Personnel DCPP personnel that do not have assigned emergency response duties or are not required for maintaining the safe operation of the plant.

Owner Controlled Area (OCA)

The land area(s) adjacent to the site boundary that is owned and controlled by the licensee, whereby access can be limited by the licensee for any reason. Generally described, the DCPP OCA is the area between the Port San Luis gate and security gate A, bounded by the eastern hills directly adjacent to the site access road and the northern evacuation route, and bounded to the west by the Pacific Ocean. (NOTE: for commitments identified in the Diablo Canyon Physical Security Plan, the "Owner Controlled Area" (OCA) is within the "Site Boundary" as described in UFSAR).

Protection factor for isotope is for the least effective respiratory equipment employed by persons in an area.

Population at Risk Those persons for whom protective actions are being or would be taken. (Reference 6.)

Protected Area (PA)

Areas to which access is strictly controlled in accordance with the station's Security Plan.

This specifically includes the areas around the Power Block and the Independent Spent Fuel Storage Installation (ISFSI).

Protective Action Guide (PAG)

The projected dose to an individual, based on reference man, from an accidental release of radioactive material at which a specific protective action to reduce or avoid that dose is warranted.

Protective Action Recommendations (PARs)

Those recommended emergency measures taken before or after an uncontrolled, or controlled, release of radioactive material to prevent or minimize radiological exposures to persons likely to occur if the actions were not taken.

Protective Action Zone (PAZ)

Emergency response planning areas within the DCPP EPZ that were originally defined by the State of California and San Luis Obispo County using local geographic boundaries.

There are 12 defined PAZs within the DCPP EPZ.

Public Dose The dose received by a member of the public from exposure to ionizing radiation and to radioactive material released by licensee, or to another source of radiation either within a licensee's controlled area or in unrestricted areas. It does not include occupational dose or doses received from background radiation, as a patient from medical practices, or from voluntary participation in medical research programs.

Public Education Zone (PEZ)

The State of California Nuclear Power Plant Emergency Response Plan area enclosed by a boundary beyond the DCPP EPZ to include the area where public education is required, but planning for public protective actions (evacuation and/or sheltering) is not required.

Radiologically Controlled Area (RCA)

An area which is established for the protection of personnel from radiological hazards.

Recovery The process of reducing radiation exposure rates and concentrations of radioactive material in the environment to levels acceptable for unconditional occupancy or use.

Reentry Temporary entry into a restricted zone under controlled conditions.

Restricted Area Synonymous with DCPP Protected Area.

Restricted Zone An area with controlled access from which the population has been relocated.

Return The reoccupation of areas cleared for unrestricted residence or use.

Sheltering The use of structure for radiation protection from an airborne plume and/or deposited radioactive materials. As a protective action recommendation, it is instructions given to members of the public to remain indoors, turn off heating or air conditioning (as appropriate), close windows, monitor communication channels, and prepare to evacuate.

Shallow-Dose Equivalent (Hs)

Which applies to the external exposure of the skin or an extremity, is taken as the dose equivalent at a tissue depth of 0.007 centimeter (7 mg/cm2) averaged over an area of 1 square centimeter.

Site Boundary As depicted in the Final Safety Analysis Report Update (UFSAR), Figure 2.1-2, Site Plan and Gaseous Effluent Release Points.

Total Effective Dose Equivalent (TEDE)

The sum of the deep dose equivalent (for external exposures) and the committed effective dose equivalent (for internal exposures).

Turnover The exchange of the appropriate amount of information to allow another person or team to assume the responsibility for providing a function.

Unrestricted Area An area, access to which is neither limited nor controlled by the licensee.

Whole Body Dose Dose resulting from uniform exposure of the entire body to either internal or external sources of radiation.
