Dear Ms. Spaulding:

Pacific Gas & Electric Company (PG&E) Letter DCL-04-054, dated April 28, 2004, submitted the Diablo Canyon Power Plant (DCPP) Physical Security Plan (PSP) per NRC Order dated April 29, 2003. On July 8, 2004, PG&E submitted PG&E Letter DCL-04-085 that provided a partial response to NRC requests for additional information (RAI) regarding DCPP PSP Sections 1 through 19 per NRC secured facsimile dated June 22, 2004, and NRC letter dated June 28, 2004. On July 23, 2004, PG&E submitted PG&E Letter DCL-04-092 that provided a response to the NRC's RAI regarding the DCPP PSP, and Training and Qualification Plan per NRC Letter dated July 9, 2004. On August 5, 2004, PG&E submitted PG&E Letter DCL-04-101 that provided a partial response to the NRC's RAI regarding the DCPP Safeguards Contingency Plan and Section 9.4.1 of the DCPP PSP per NRC letter dated July 23, 2004. On August 13, 2004, PG&E submitted PG&E Letter DCL-04-102 that provided closeout of open items to the NRC's RAI regarding the DCPP PSP and Safeguards Contingency Plan. provides the DCPP PSP, Training and Qualification Plan, and Safeguards Contingency Plan updated to reflect the NRC approved RAI responses, highlighting all revisions. Enclosure 2 provides the DCPP PSP, Training and Qualification Plan, and Safeguards Contingency Plan updated to reflect the NRC approved RAI responses without highlighting all revisions. Enclosure 3 provides justification for other noted changes, not previously requested under an NRC RAI.

SAFEGUARDS INFORMATION THE ENCLOSURES TO THIS LETTER CONTAIN "SAFEGUARDS INFORMATION" AND MUST BE PROTECTED IN ACCORDANCE WITH 10 CFR 73.21. UPON SEPARATION OF THE ENCLOSURES, THIS LETTER IS "DECONTROLLED."
