Revision to Response to Interim Compensatory Measures dated October 16, 2002 On October 16, 2002, the U.S. Nuclear Regulatory Commission (NRC) issued an order that modified the general license for the Haddam Neck Plant (HNP) Independent Spent Fuel Storage Installation (ISFSI) to require compliance with the specified interim safeguards and security compensatory measures (Reference 1). Connecticut Yankee Atomic Power Company (CYAPCO) submitted the final version of the HNP ISFSI implementation matrix for the Interim Compensatory Measures (ICMs) on May 3, 2004 (Reference 2). Via this letter, CYAPCO iS submitting a revised HNP ISFSI implementation matrix for the ICMs dated October 19, 2002 (Enclosure 1). In addition, a summary of changes to the HNP ISFSI implementation matrix for the ICMs dated October 16, 2002 is provided in Enclosure 2.

The enclosures contain Safeguards Information. It is therefore requested that this information be withheld from public disclosure in accordance with 10 CFR 2.390, "Public Inspections, Exemptions, Requests for Withholding," paragraph (d)(l ), and 10 CFR 73 .22, "Protection of Safeguards Information: Specific Requirements," paragraph (a)(4). When detached from Enclosures 1 and 2, this cover letter does not contain Safeguards Information and may be decontrolled.
