-- -'Washington,-D.-C.720555-0001-Haddam Neck Plant Response to Order for Additional Security Measures on the Transportation of Radioactive Material Quantities of Concern On July 19, 2005', the U.S. Nuclear Regulatory Commission (NRC) issued an Order (EA-05-006) that modiried tlie:curirit license for the Haddam Neck Plant (HNP) to require dodmpiiance with additiorial sc6curity'measu'ed (ASMs) associated with the transportation of Radioa6tive Materia 'ibintitiesd'-f 'Cbcern (RAMQC). "The subject Order requires that all licensees respond to the Order within twenty (20) days of receipt and implement the ASMs within a specified time frame. Connecticut Yankee Atomic Power Compapy (CYAPCO) hereby submits its written response to the Order.

On Decemrber 5, 1i96,' CYAPCO notified the NRC6'-oTf the permanent cessation of operations at the HNP and the permanent removal of all fuel ,assemblies from the ieactor vessel and their placement into th -pent fuel pool. Following the cessation of operations, CYAPCO began to the HNF.- On March 30, 2005, all spent Ohuoiiiissibri nuclear fuel and Greater than Class C (GTCC) waste were transferred from the spent fuel pool to the Independent Spent Fuel Storage Installation (ISFSI) located at the HNP site.--At present,.CYAPCO.is in an advanced stage of.decommissioning of the HNP. As part of decommissioning activities, the low level radioactive wastes have been and will continue to be transported to licensed facilities for disposal. CYAPCO has determined that the radioactive material (low levei radioactive waste) that will be transported for off-site disposal is below the threshold ldVel of RAMQC and, therefore, it is not necessary to.c6mplete.the implementation of theASiMs' at this time. Ho1vever, if the conditions change that will require shipping RAMc, 'CYAPCO'wiI complete implementation of the ASMs prior'tb the first RAMQC shipment and wil1-ridform the NRC ninety (90) days in advance of the first RAMQC shipment.
