U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D C 20555 Haddam Neck Plant Revision 5 to Physical Security Plan The purpose of this letter is to inform the NRC of a revision (Revision 5) to the approved Haddam Neck Plant (HNP) Physical Security Plan implemented in accordance with the provisions of 10 CFR 50.54(p). This revision became effective on March 30, 2005. .  :

On March26,-2005,- Connecticut Yankee Atomic Power Company (CYAPCO)3 completed the transf6r ofits spent fuell 1 .frorn the spent fuel pool to the Independent Spent Fuel Storage Installation (ISFSI) at the HNP site: In a letter dated March 30, 20052, the NRC terminated the security orders relating to compensatory measures associated with operation of a spent fuel pool, dated May 23, 2002 and August 18, 2004. Accbrdingly', the parts of the HNP Physical Security Plan (the Defueled Physical Security Plan) which' protected the-fuiel while stored in the spent fuel pool and during the transfer of spent'fuel to the ISFSI are no longer required and have been cancelled pursuant to 10 CFR 50.54(p).

However, the portions of NRC approved HNP Physical Security Plan, which includes the HNP Suitability, Qualification and Training Plan & Security Contingency Plan for the ISFSI, are in effect and provide the security program requirements for the spent fuel and GTCC waste relocated to the ISFSI. In addition, CYAPCO will continue to adhere-to the terms'of the October 16, '2002 Order (EA-02-104) containing compensatory measures for ISFSIs and the W. A. Based on the evaluation of the changes made to the HNP Physical Security Plan, it has been determined that the effectiveness of the plan has not been decreased. The 10 CFR 50.54(p) effectiveness evaluation record is available for NRC review in accordance with 10 CFR 50.54(p)(2). This letter does not contain any SAFEGUARDS INFORMATION.
