C. 20555-0001 Haddam Neck Plant Additional Information - Response to Order for Implementation of Additional Security Measures Associated with Access Authorization, Fitness for Duty and Behavior Observation for the Haddam Neck Plant On August 18, 20041, the U.S. Nuclear Regulatory Commission (NRC) issued an Order (EA-03-099) that modified the current license for the Haddam Neck Plant (HNP) to require compliance with additional security measures (ASMs) associated with access authorization, fitness for duty and behavior observation applicable to the HNP.

On September 2, 20042, Connecticut Yankee Atomic Power Company (CYAPCO) submitted its written response to the Order. The September 2, 2004, response was based on the assumption that CYAPCO would complete the transfer of all the spent fuel from the spent fuel pool to the Independent Spent Fuel Storage Installation (ISFSI) by the end of January 2005. In a letter dated November 9, 20043, CYAPCO

US NRC Document Control Desk CY-05-020 / Page 2 requested that the NRC Security Orders4' 5 applicable to decommissioned plants with the spent fuel in the spent fuel pool, be withdrawn once all the spent fuel has been removed from the spent fuel pool and transferred to the ISFSI.

Due to mechanical difficulties with various equipment, the transfer of all the spent fuel is not anticipated to be completed until the second quarter of 2005. Therefore, CYAPCO hereby requests the NRC extend the implementation date of these ASM's until after all spent fuel has been transferred to the ISFSI. At that time, the security orders for decommissioned plants will no longer be applicable.
