On August 18, 2004',.the U.S. Nuclear'Regulatory Commission (NRC) issued an Order (EA-03-097) that modified the current licehse for the Haddam Neck'Plant' (HNP) to require compliance with additional security measures (ASMs) associated with access authorization applicable to our Independent Spent Fuel Storage Installation (ISFSI). On September 2, 20042, Connecticut Yankee Atomic Power Company (CYAPCO) submitted its written response to the Order. In the September 2, 2004 response, CYAPCO stated that it will meet all ASMs within 180 days of the date of the Order. The September 2, 2004, response was based on the assumption that CYAPCO would complete the transfer of all the spent fuel from the spent fuel pool to the ISFSI by the end of January 2005.' - '

Due to mechanical difficulties with the various equipment, the transfer of all the spent fuel is not anticipated to be completed until sometime in the second quarter of 2005.

US NRC, Director, Spent Fuel Project Office CY-05-019 / Page 2 all the spent fuel has been transferred to the ISFSI. Therefore, CYAPCO hereby requests the NRC extend the implementation date of these ASM's to sixty days after all spent fuel has been transferred to the ISFSI.
