Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Haddam Neck Plant Response to Order for Implementation of Additional Security Measures Associated with Access Authorization, Fitness for Duty and Behavior Observation for the Haddam Neck Plant On August 18, 20041 the NRC Staff issued an order modifying Haddam Neck Plant's current license to require compliance with the additional security measures (ASMs).

Connecticut Yankee Atomic Power Company's (CYAPCO's) response to the Order is contained in the attachment to this letter.

Of special note, CYAPCO is engaged in an on-going spent fuel dry cask transfer campaign which has schedule and implementation implications that are discussed in the attachment.

This cover letter when separated from Attachment 1 is not Safeguards Information. to this cover letter contains Safeguards Information of a type specified in 10CFR73.21 and should be withheld from public disclosure. Inaccordance with IOCFR2.790, a copy of this cover letter, less enclosures, may be placed in the NRC Public Document Room.
