Nuclear Regulatory Commission Attention: Document Control Desk Washington, DC 20555 Haddam Neck Plant Revision 4 to Defueled Physical Security Plan The purpose of this letter is to submit changes to the Haddam Neck Plant (HNP)

Defueled Physical Security Plan referenced in License Condition 2.C(5). The changes have been evaluated in accordance with 10 CFR 50.54(p)(2) and were determined not to reduce the safeguards effectiveness of the plan.

The revised plan, the specific changes, and the 10 CFR 50.54 evaluations for the changes are detailed in the attachment.

As part of the ongoing decommissioning activities, the HNP is currently engaged in a campaign to transfer spent nuclear fuel from the spent fuel building to the on-site Independent Spent Fuel Storage Installation (ISFSI). It is anticipated that the last of the spent fuel will be removed from the Spent Fuel Pool in early 2005.

This cover letter when separated from the attachment is not Safeguards Information.

The attachment to this cover letter contains Safeguards Information of a type specified in 10CFR73.21 and should be withheld from public disclosure. In accordance with 10CFR2.790, a copy of this cover letter, less attachment, may be placed in the NRC Public Document Room.

Enclosures to this cover letter contain Safeguards Information.

Upon removal of enclosures, this cover letter is decontrolled.
