3.7.17, "SPENT FUEL ASSEMBLY STORAGE," 4.3, "FUEL STORAGE," AND 5.5, "PROGRAMS AND MANUALS" (ML14160A035)

Dear Sir or Madam:

Luminant Generation Company LLC (Luminant Power) hereby submits response to GL 2016-01 (Reference 1).

Luminant Power has two regions (Region I and Region II) of spent fuel storage racks in the spent fuel pools at Comanche Peak Nuclear Power Plant (CPNPP) Units 1 and 2. The Region II spent fuel storage racks do not have neutron absorbing materials credited to meet NRC requirements in 10 CFR 50.68, "Criticality Accident Requirements." The Region I spent fuel storage racks are discussed below.

For the Region I spent fuel storage racks, the neutron-absorbing material monitoring program at CPNPP Units 1 and 2 has been incorporated into the licensing basis through an NRC-approved TS change. Therefore, CPNPP Units 1and2 satisfies the GL-2016-01 requirements to submit a "Categmy 3" response, containing the following information:

The monitoring program was incorporated into Technical Specification 5.5.22 per Amendment 162, which was approved in July 2014 (Reference 2).

This communication contains no new licensing basis commitments.
