Dear Sir or Madam:
The enclosures to this letter contain information regarding revision 5 of the Comanche Peak Nuclear Power Plant (CPNPP) Physical Security Plan (PSP), dated March 30, 2010. The revision is in accordance with NEI 03-12, Revision 6, dated April 2009. The changes do not decrease the safeguards effectiveness of the PSP and are hereby submitted by Luminant Generation Company LLC (Luminant Power) as specified in 10 CFR 50.4(b)(4), and pursuant to 10 CFR 50.54(p)(2). provides a description of the changes to the PSP including the Security Plan, Training and Qualification Plan, and the Safeguards Contingency Plan. Enclosure 2 provides a Deviation Table which includes a description of changes to the un-bracketed text of NEI 03-12, Revision 6. Luminant Power requests that the enclosures, which contain security information, be withheld from public disclosure in accordance with 10 CFR 2.390.
