Dear Sir or Madam:

In response to the events of September 11, 2001, Entergy, on its own and in response to NRC Advisories, Orders and industry initiatives promptly initiated and maintained heightened security measures to increase high assurance that activities involving special nuclear material are not inimical to the common defense and security and do not constitute an unreasonable risk to the public health and safety in the current threat environment.

SAFEGUARDS INFORMATION CNRO 2003-00001 Page 2 of 3 On January 7, 2003, the NRC issued an Order requiring additional compensatory measures to improve access authorization and control at operating power reactors. Pursuant to the requirements of 10 CFR § 50.4, the attachment to this letter contains Entergy's responses to Section IIl.B.1 and III.C.1 of the above referenced Order. Attachment 1 to this response contains safeguards information, as defined in 10 CFR § 73.21. Entergy therefore requests that this attachment be withheld from public disclosure.

Pursuant to the requirements of 10 CFR § 2.202(a)(2), the Answer to the Order, is being transmitted to the Secretary of the Commission under separate cover. As required by Condition II1.C.2 of the Order, Entergy will notify the Commission when full compliance has been achieved.
