During the operational phase of the Vermont Yankee facility there were select alternate disposal µ~/c.._

requests approve~ by the NRC. As part of these approvals, the facility was required to maintain NJv/~5 a copy of the approvals (and sometimes the request for approval) as a permanent appendix to the Vermont Yankee Offsite Dose Calculation Manual (ODCM).

As part of the ongoing decommissioning of the Vermont Yankee facility, there will no longer be any alternate disposal of material on site. As such, this submittal hereby notifies the NRC that the referenced approvals for alternate disposal of material on site will no longer be utilized/authorized and the subject documents will cease to be incorporated into the ODCM.

The referenced approvals by the commission covered the spreading at select locations on site of slightly contaminated septic soil, cooling tower silt, soil/sand from the annual spreading on roads and walkways, and soil resulting from on-site construction related activities. As part of the spreading of this material, VY procedurally controlled and maintained records of the disposals.

The following types of information recorded included: the radionuclide concentrations detected in the material; the total volume of material disposed; the total radioactivity in the disposal operation as well as the total radioactivity accumulated on each disposal plot at the time of spreading; and the plot of land on which the material was applied. The site locations subject to alternate disposals have been documented in accordance with the regulatory requirements of 10 CFR 50. 75(g) as well as captured into VY's Historical Site Assessment.

All of these locations will be remediated accordingly as part of the partial site release associated with Vermont Yankee's forthcoming license termination plan to permit the release of the site for unrestricted use.

It is noted that the subject commitments were evaluated under the guidance contained in RIS 00-17 "Managing Reg~latory Commitments Made by Power Reactor Licensees to the NRC Staff' and while a determination was made that notification to the Staff was not required, a courtesy notification regarding these commitments was deemed prudent.

This letter contains no new regulatory commitments.
